8 Step process
1. Collecting documentation
To obtain a Building Permit, depending on the works, you will require a copy of your Certificate of Title, Architectural plans, Engineering Computations and Certificate of Compliance, Five Star Energy Rating, Soil Investigation report, Insurance, Certificate of Consent (for owner-builders only) and building specifications.
2. Building application
Once the plans and structural details are complete, you are ready to make an application for a Building Permit to commence your project.
3. Assessment by Building Certifier
Your application is assessed by our professional Building Surveying staff who will ensure that the proposal complies with Building Act 1993, Building Regulations 2006 and relevant Australian Standards.
4. Issue of a Building Permit
When the Building Permit is issued, work is generally required to be commenced within 12 months and completed within 24 months from the date of issue of the permit. This time may be extended if an application is made to the Building Surveyor before expiration of time for which the permit is valid.
5. Role of the Builder/Owner-builder
The builder/owner-builder has the responsibility to build in accordance with the Building Permit and approved plans. Any variations to the approved plans must be submitted to the Building Surveyor for approval before works are carried out.
The City of Whittlesea is concerned to ensure the minimisation of damage that may occur to Council assets (footpaths, kerbing, nature strips and the like) during building works. Builders/owner-builders are required to follow safe building practices that protect assets. The repair cost of damage that occurs during building work will be charged to the responsible builder/owner-builder .
6. Inspections
On issue of your building permit we will advise in writing which inspections are required. Once you have reached each stage you are required to book an inspection with the City of Whittlesea.
When you are ready to book your inspection please call our office on 9217 2259 24 hours prior to your inspection. This has been put in place to ensure a fair and efficient service can be delivered to builders and owners alike.
7. Occupancy Permit/Final Inspection Certificate
Occupancy Permit is the final stage for new habitable buildings and commercial projects which signifies the building is suitable for occupation. Whereas a Final Inspection Certificate is for works other than new buildings.
In order to obtain an Occupancy Permit we require a
- Form 5 - Application for Occupancy Permit;
- Plumbing Certificate;
- Electrical Certificate;
- Insulation Certificate; and
- Mechanical Certificate
to verify that the work completed on your property complies with the relevant building legislation. Your occupancy permit will not be issued until the Certificate of Compliance is sited and copied by our office.
8. Ordering Rubbish & Recycling Bins
To order your residential or commercial bins for new dwellings you are required to have an Occupancy Permit . Your bins will not be issued until the Occupancy Permit has been cited by our office as legally you are not allowed to move into your property until this certificate has been issued.
To enable us to order your bins we require you to call our office on 9217 2259 and tell us your:
- Name
- Address
- Contact Phone Number
- Whether you are the Owner/Occupier, Tennant or Landlord.
Please note: Bins take 2-3 working days to be delivered and you must ensure a house number is displayed on your property whether it is a letterbox or a piece of cardboard with your house number on a front window.
